El desarrollo de capacidades y el intercambio continuo de experiencias forman parte de las acciones necesarias para la creación de capacidades técnicas e institucionales para la implementación de un Sistema de Comercio de Emisiones (SCE). Por esta razón, se celebró en 2022 por tercera ocasión la Academia del Sistema de Comercio de Emisiones, bajo el lema “Hacia la operatividad del SCE mexicano”. La Academia SCE busca que los actores para su desarrollo o potenciales aliados cuenten con un nivel de conocimiento técnico amplio sobre los elementos que conforman un SCE, a través de un formato de intercambio de alta especialización con personas expertas en materia de mecanismos de precio al carbono y sistemas de comercio de emisiones de todo el mundo.

La Academia SCE 2022 reunió a más de 70 actores del sector público y académico mexicano, quienes obtuvieron conocimiento y se acercaron a los debates y temas de coyuntura en torno a los SCE en México y en el mundo.

Cada sesión tuvo como eje un tema relacionado con el diseño y operación de un SCE: elementos centrales de un SCE; vinculación con las partes interesadas; fuga de carbono; regulación financiera; mecanismos de flexibilidad; MRV; la relación del SCE con el Artículo 6 del Acuerdo de París, entre otros. Los y las participantes cubrieron en 13 sesiones face to face y asíncronas las experiencias de otras jurisdicciones en la implementación de su SCE, así como los principales retos encontrados en el proceso, y escucharon de las y los ponentes apreciaciones y lecciones aprendidas.

Las y los participantes de la Academia realizaron también una dinámica de simulación que les permitió discutir y reflexionar sobre los elementos que componen a un SCE y los procesos de toma de decisión que involucran su implementación. Finalmente, en el cierre de la Academia, se presentaron los pasos a seguir en el desarrollo del SCE mexicano, a modo de brindar un panorama sobre sus desarrollos futuros.

Entre las instituciones y ponentes de la Academia, destacan representantes del  Ministerio Federal de Medio Ambiente, Protección de la Naturaleza, Seguridad Nuclear y Protección al Consumidor de Alemania(BMUV), El Director de la Autoridad Alemana para el Comercio de Derechos de Emisión (DEHSt), Sr. Jürgen Landgrebe , Michael Mehling del MIT, Rajinder Sahota de la Junta de Recursos del Aire de California (CARB), Juan Pedro Searle del Ministerio de Energía de Chile, el profesor Jos Delbeke del Instituto de la Universidad Europea (EUI), entre muchos otros.

La Academia del SCE se llevó a cabo del 7 al 28 de marzo de 2022. Este foro, convocado por la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT), en coordinación con la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (Cooperación Alemana al Desarrollo Sustentable)a través del proyecto SiCEM, y en colaboración con ICAP y adelphi, se ha vuelto un espacio fundamental para el diálogo y el intercambio entre distintos actores clave para la operatividad del SCE mexicano.

The development of capacities and the continuous exchange of experiences are part of the necessary actions for the creation of technical and institutional capacities for the implementation of an Emissions Trading System (ETS). For this reason, the Emissions Trading System Academy was held for the third time in 2022, under the slogan “Towards the operation of the Mexican ETS”. The ETS Academy seeks that the actors involved in its development and its potential allies have a broad level of technical knowledge regarding the elements that make up an ETS, through a highly specialised exchange format with experts in carbon price mechanisms and emissions trading systems around the world.

The ETS 2022 Academy brought together more than 70 actors from the Mexican public and academic sector; they all gained knowledge and approached the debates and current issues on the ETS in Mexico and around the world.

Each session focused on a theme related to ETS design and operation: central elements of an ETS; engagement with stakeholders; carbon leaks; financial regulation; flexibility mechanisms; MRV, and the relationship of the ETS with Article 6 of the Paris Agreement, among others. In 13 face-to-face and asynchronous sessions, the participants covered the experiences of other jurisdictions in the implementation of their ETS, as well as the main challenges encountered in the process, and listened to the assessments and lessons learned.

The Academy participants also carried out a simulation dynamic that allowed them to discuss and reflect on the elements that make up an ETS and the decision-making processes involved in its implementation. Finally, the closing presented the steps to follow in the development of the Mexican ETS, in order to provide an overview of its future developments.

The institutions and speakers at the Academy included representatives of the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), the Director of the German Authority for Emissions Trading (DEHSt), Mr. Jürgen Landgrebe, Michael Mehling from MIT, Rajinder Sahota from the California Air Resources Board (CARB), Juan Pedro Searle from the Chilean Ministry of Energy, and Professor Jos Delbeke from the European University Institute (EUI), among many others.

The ETS Academy was held from March 7th to 28th, 2022. This forum, convened by the Ministry of Environment and Natural Resources (SEMARNAT), in coordination with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH through the SiCEM project, and in collaboration with ICAP and adelphi, it has become a fundamental space for dialogue and exchange between different key actors for the operation of the Mexican ETS.
