Initial situation 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the European Investment Bank (EIB) established a city advisory facility to support the preparation of sustainable, climate-friendly infrastructure projects and realize their emissions reduction potential in the energy, transport, waste and water sectors. The project “Financing Energy for Low-carbon Investment – Cities Advisory Facility” (FELICITY) bridges the gap between urban development planning and infrastructure project financing by providing tailored support to financial intermediaries and cities so that their low-carbon infrastructure projects can become bankable through loans provided by the EIB.

FELICITY offers:

  1. Demand-driven support to identify and prepare bankable low-carbon infrastructure projects;
  2. Capacity development within municipalities;
  3. Policy advice on framework conditions for international climate finance;
  4. Knowledge management and the development of relevant tools and methodologies.
