El proyecto Financiamiento para la infraestructura baja en carbono en las ciudades (FELICITY) terminó la ronda de identificación y selección de proyectos para tener acompañamiento técnico del 2019-2020. En este contexto, el equipo integró un informe donde se evalúan los resultados de este proceso y se extraen las lecciones aprendidas que podrían mejorar los ciclos subsiguientes de identificación de proyectos e informar la labor de otras plataformas preparación de proyectos en México, Brasil y China.

El informe “Proceso de identificación y elección de FELICITY: Visión general y lecciones aprendidas” tiene los siguientes objetivos:

  • Comprender y evaluar el proceso de identificación y selección de proyectos de FELICITY, así como los éxitos y retos asociados.
  • Consolidar y evaluar los resultados del proceso de identificación y selección de proyectos de FELICITY en lo que respecta a las principales características de las solicitudes y los proyectos elegidos.
  • Determinar las enseñanzas extraídas y formular recomendaciones no sólo para mejorar el propio proceso de selección de proyectos de FELICITY, sino también sobre la forma en que FELICITY puede adaptarse para reflejar las necesidades de las ciudades.
  • Proporcionar información que pueda ayudar a la labor de otras plataformas para preparación de proyectos y las iniciativas asociadas.

Asimismo, se formularon recomendaciones en distintos rubros como: mejora de la comunicación; estandarización del proceso de solicitud; identificación de los colaboradores locales y la calendarización del proceso de selección.

Finalmente, se recomienda el diseño de iniciativas más amplias en cuanto a su alcance, sectores y cobertura geográfica. De este modo, el sector de la preparación de proyectos se podrá desarrollar incluyendo una gama más amplia de iniciativas que necesiten asistencia, lo que permitirá acelerar el apoyo a escala a las ciudades.

FELICITY es la iniciativa implementada por la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH; con el apoyo del Banco Europeo de Inversiones (EIB) y el Ministerio Alemán para el Medio Ambiente, Conservación de la Naturaleza y Seguridad Nuclear (BMU) que brinda asistencia técnica en la preparación de proyectos enfocados de infraestructura bajas de carbono en ciudades.

The project Financing Energy for Low-Carbon Investment – Cities Advisory Facility (FELICITY) completed an identification and selection round of projects that would receive technical accompaniment in 2019-2020. In this context, the team put together a report that evaluated the results of the process and extracted the lessons learned to improve the following rounds of project identification and inform the work of other preparative project platforms in Mexico, Brazil and China.

The report “FELICITY Identification and Selection Process: General Vision and Lessons Learned” has the following aims:

  • To understand and evaluate the FELICITY identification and selection process, as well as the associated achievements and challenges.
  • To consolidate and evaluate the results of the identification and selection process of FELICITY projects, taking into account the main characteristics of the requests and chosen projects.
  • To determine the lessons learned and formulate recommendations, not only to improve the selection of FELICITY projects themselves but also how FELICITY can adapt itself to reflect the necessities of cities.
  • To provide information that can aid the work of other platforms in the preparation of projects and associated initiatives.

In the same way, recommendations were formulated in several areas such as improvement of communication, standardization of the application process, identification of local collaborators, and scheduling of the selection process.

Finally, a more comprehensive range of initiatives was recommended in terms of scope, sectors, and geographic coverage. Thus, the sector that prepares projects could be developed to include a broader range of initiatives that need assistance, which would allow an acceleration of support to scale in cities.
