Initial situation
The project provided technical and procedural advice for the development and implementation of the Special Climate Change Programme (PECC), which covers both greenhouse gas emissions mitigation and adaptation to the effects of climate change and actively involves states and the private sector.
The project also supported the development of a system to measure, report, and verify contributions to climate change mitigation, collaborated with companies to identify initiatives that contributed to the national objectives of the PECC, and strengthened institutional capacities to develop programmes of activities under the Clean Development Mechanism (CDM). In the area of adaptation, the project developed the technical expertise needed to prioritize appropriate measures and integrate them into policies, plans, and programmes. Joint high-level political and technical forums strengthened the climate policy dialogue between Mexico and Germany.
Objectives
Development and implementation of a national climate policy.
Integrate innovative mitigation, adaptation, and strategic approaches and instruments into climate change policies in Mexico.
Activities
- Independent review of the Special Climate Change Programme (PECC) and identification of the most effective mitigation and adaptation measures, as well as methodological gaps and uncertainties.
- Consolidation of a tool within the National Climate Change Strategy to identify and prioritize activities that promote climate change adaptation.
- Advice to the Mexican government on the selection, design, and drafting of Nationally Appropriate Mitigation Action (NAMA) proposals.
- Bilateral policy dialogue forums at the federal and state levels on climate-related issues.
- Production of a documentary in collaboration with a Mexican television channel about the work of the Climate Change Alliance.
