A series of four regional workshops comes to an end with great success. All in all, these workshops have brought together a total of 30 federal Mexican states in order to identify paths to include their climate actions into the NDC, share experiences and create synergies between regions and states.
The fourth regional workshop “Strengthening Subnational Capacities and Impacts on the Nationally Determined Contribution (NDC)” was held with the aim of strengthening participation of subnational governments in achieving Mexico’s climate goals as stated in the Nationally Determined Contribution (NDC) within the Paris Agreement. This workshop is the last of a series of four, supported by the Mexican Ministry of Environment and Natural Resources (SEMARNAT),and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and took place on 24th and 25th of January in Mexico City.
The workshop achieved the highest level of participation and counted with the presence of 16 Mexican states: Mexico City, Chiapas, Coahuila, Durango, State of Mexico, Hidalgo, Morelos, Nayarit, Nuevo Leon, Tlaxcala, Guerrero, and Veracruz. Moreover, Chihuahua, Michoacan, Queretaro and San Luis Potosi participated on repeated occasion.
During two days, the attendees participated in presentations and dynamics regarding the main implications for subnational governments aimed at contributing to the NDC, which included guidelines for the design of mitigation and adaptation measures. Furthermore, shared case studies about the implementation of MRV (monitoring, reporting and verification) systems as well as innovative finance tools from Morelos, Hidalgo, Mexico City and the State of Mexico were presented.
In summary, the four workshops counted with a total of 193 participants, assuring the presence of representatives from 30 federative entities, municipalities, academy and civil society. Furthermore, 25 success climate cases were shared. Among the main outcomes were the opportunities to define a mechanism aimed at reporting state and municipal contributions. Participants highlighted the need to keep promoting information exchanges about the design, finance and follow up of climate change measures in coordination with other government levels and interested actors.
In order to continue these efforts, regional roadmaps and national recommendations will be launched to define how subnational levels will contribute to accomplish the NDC. This will allow for following up on challenges and lessons learned, which participants discussed during the workshops.
