En el marco del foro de alto nivel “Retos legislativos de Quintana Roo“, celebrado de manera presencial y virtual en el vestíbulo del Congreso del Estado, la Comisión de Medio Ambiente y Cambio Climático de la XVI Legislatura, dio a conocer tres iniciativas en materia de cambio climático, justicia ambiental, cuidado y gestión del agua y turismo sustentable.

El proceso se llevó a cabo gracias a la cooperación entre el Congreso de Quintana Roo y el proyecto ADAPTUR, el cual consistió en: una capacitación dirigida a equipos legislativos sobre retos ambientales; conversatorios virtuales entre diputados presidentes de diversas comisiones, expertos técnicos como Gonzálo Merediz de Amigos de Sian Ka´an A.C. y Rosaura Cuevas de la GIZ , asimismo autoridades federales como Nancy Hernández, de la Dirección de Ordenamiento Turístico Sustentable de la SECTUR y Marco Heredia de la Dirección General de Políticas al Cambio Climático de la SEMARNAT. Finalmente, como clausura de los trabajos, se realizó el pasado 21 de abril, en vísperas del Día de la Tierra, el mencionado foro de alto nivel.

Las tres iniciativas presentadas por la diputada presidente de la Comisión de Medio Ambiente y Cambio Climático refieren a:

  1. Reformar la Ley de Cuotas y Tarifas para los Servicios Públicos de Agua Potable y Alcantarillado, Tratamiento y Disposición de Aguas Residuales del Estado de Quintana Roo, para reducir o eliminar nutrientes disueltos que dañan la salud de los ecosistemas.
  2. Reformar la Ley de Turismo de Quintana Roo para otorgar la facultad al ejecutivo estatal de crear las Zonas Estatales de Desarrollo Turístico Sustentable.
  3. Crear nueva Ley Estatal de Responsabilidad Ambiental, la cual tendrá por objeto establecer y regular la responsabilidad ambiental que se origina de los daños ocasionados al ambiente, así como la reparación y compensación de dichos daños.

Estas propuestas representan un hito importante para el Estado de Quintana Roo, pues pone de manifiesto que la salud de los ecosistemas es pieza fundamental para el desarrollo de la población y de los sectores productivos.

El proyecto ADAPTUR es financiado por el Ministerio Federal de Medio Ambiente, Protección de la Naturaleza y Seguridad Nuclear de Alemania (BMU) y forma parte de la Iniciativa Internacional de Cambio Climático (IKI). Es liderado por SECTUR con el apoyo técnico de la SEMARNAT, CONANP, INECC y la GIZ en México.

Within the framework of the high-level forum “Legislative Challenges of Quintana Roo”, held in person and virtually in the State Congress lobby, the Environment and Climate Change Commission of the XVI Legislature, announced three initiatives regarding climate change, environmental justice, water management, and sustainable tourism.

The initiative was carried out within the cooperation between the Congress of Quintana Roo and the ADAPTUR project, made up of: a training aimed at legislative teams on environmental challenges; virtual conversations between deputy presidents of various commissions, technical experts such as Gonzalo Merediz from Amigos de Sian Ka´an A.C. and Rosaura Cuevas from GIZ, as well as federal authorities such as Nancy Hernández, from the Directorate of Sustainable Tourism Management of SECTUR and Marco Heredia from the General Directorate of Climate Change Policies of SEMARNAT. Finally, as a conclusion to the work, the aforementioned high-level forum took place on April 21, on the eve of Earth Day.

The three initiatives presented by the deputy president of the Environment and Climate Change Committee involve the following:

  1. Reform of the Law of Quotas and Rates for Public Services of Drinking Water and Sewerage, Treatment and Disposal of Wastewater of the State of Quintana Roo, to reduce or eliminate dissolved nutrients that damage ecosystem health.
  2. Reform of the Quintana Roo Tourism Law to grant power to the state executive to create the State Zones for Sustainable Tourism Development.
  3. Creation of a new State Law on Environmental Responsibility, which will aim to establish and regulate environmental liability arising from damage caused to the environment, as well as the repair and compensation of such damage.

These proposals represent an important milestone for the State of Quintana Roo, since they demonstrate that the health of ecosystems is a fundamental element for the development of the population and productive sectors.

The ADAPTUR project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and is part of the International Climate Initiative (IKI). It is led by SECTUR with technical support from SEMARNAT, CONANP, INECC and GIZ in Mexico.
