Viaje de estudios a Alemania 2019: Aprendizaje sobre la experiencia internacional del Sistema de Comercio de Emisiones

Considerando la próxima entrada en vigor del Programa Prueba del Sistema de Comercio de Emisiones (SCE) de acuerdo con lo dispuesto en el Diario Oficial de la Federación, el proyecto “Preparación de un Sistema de Comercio de Emisiones en México” (SiCEM) de la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (Cooperación Alemana al Desarrollo Sustentable) organizará un viaje de estudios a Alemania para representantes mexicanos del sector público, privado y la academia.

El proyecto SiCEM de la GIZ, por encargo del Ministerio Federal de Medio Ambiente, Protección de la Naturaleza y Seguridad Nuclear (BMU), es responsable de realizar diferentes actividades de apoyo a la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT) para el diseño y la implementación de un Sistema de Comercio de Emisiones en México. En este contexto, organizó un viaje de estudios a Alemania en 2018, enfocado a representantes del sector privado. El viaje sirvió para que los participantes profundizaran en el tema a través de discusiones con expertos, visitas de sitio y entrevistas peer-to-peer con sus contrapartes alemanas.

Este año, en la segunda edición del viaje, se planea repetir la experiencia con representantes de diferentes sectores (público, privado y academia). Los objetivos del viaje son acercar a los representantes de los diferentes sectores participantes a la experiencia europea de implementación del EU ETS y promover la interacción directa con los principales actores a cargo del SCE en Europa, quienes compartirán su punto de vista sobre los aprendizajes, los retos y las áreas de oportunidad que la puesta en marcha del SCE ha conllevado. Con tal cometido en mente, se pretende visitar instituciones como el BMU, Mercator y la Autoridad Alemana para el Comercio de Derechos de Emisión (DEHSt) en Berlín; la oficina de la Convención Marco de las Naciones Unidas sobre Cambio Climático (CMNUCC) en Bonn y, hacer una visita de sitio a una planta industrial regulada por el sistema.

Algunos de los temas que podrán ser tratados en el viaje son: los elementos básicos de diseño del SCE, el establecimiento del tope del EU ETS, el método de asignación de derechos de emisión, el sistema de Monitoreo, Reporte y Verificación de emisiones, las lecciones aprendidas del EU ETS, el uso de créditos de compensación y otros aspectos relevantes sobre los mercados de carbono internacionales bajo el marco del Acuerdo de París.

El viaje se llevará a cabo del 28 de octubre al 1 de noviembre de 2019 y contará con la participación de expertos de Adelphi, FutureCamp, representantes del BMU y la DEHSt.

Study trip to Germany 2019: Learning About the International Experience of the Emissions Trading System

Considering the forthcoming Emissions Trading System (ETS) Pilot Program, and in accordance with the provisions of the Official Journal of the Federation, the project “Preparation of an Emissions Trading System in Mexico” (ETS) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Cooperation for Sustainable Development) will organize a study trip to Germany for Mexican representatives from the public and private sector and academia.

The GIZ ETS project, on behalf of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), is responsible for carrying out different support activities for the Ministry of Environment and Natural Resources (SEMARNAT) regarding the design and implementation of an Emissions Trading System in Mexico. In this context, a study trip to Germany in 2018 was organized, focusing on representatives of the private sector. The trip helped participants to deepen their knowledge on the topic through discussions with experts, site visits and peer-to-peer interviews with their German counterparts.

This year, in the second edition of the trip, it is planned to repeat the experience with representatives from different sectors (public, private and academy). The objectives of the trip are to bring the representatives of different sectors closer to the European experience of implementing the EU ETS and to promote direct interaction with the main actors in charge of the ETS in Europe, who will share their point of view on learning, the challenges and areas of opportunity that the implementation of the ETS has entailed. With this role in mind, a visit to institutions such as the BMU, Mercator and the German Authority for Emission Allowance Trade (DEHSt) in Berlin, the office of the United Nations Framework Convention on Climate Change (UNFCCC) in Bonn, and a site visit to an industrial plant regulated by the system are intended.

Some of the topics that will  be addressed during the trip are: the basic design elements of the ETS, the establishment of the EU ETS cap, the method of assigning emission rights, the system for Monitoring, Reporting and Verification of emissions, lessons learned from the EU ETS, the use of compensation credits and other relevant aspects of international carbon markets under the Paris Agreement.

The trip will take place from October 28 to November 1, 2019 and will be attended by experts from Adelphi, FutureCamp, representatives of the BMU and the DEHSt.
