Adaptation measures are essential to face the already inevitable effects of climate change, which have the greatest impact on the country\u2019s most vulnerable populations and main productive activities.<\/p>\n<p>According to data provided in the <a href=\"http:\/\/www.sectur.gob.mx\/wp-content\/uploads\/2014\/09\/PECC-2014-2018.pdf\">PECC 2014-2018<\/a>, 13% of municipalities in Mexico present the highest degree of vulnerability to climate change. About 25% of the population lives in irregular settlements and flood risk areas; while <a href=\"http:\/\/biblioteca.semarnat.gob.mx\/janium\/Documentos\/Ciga\/libros2009\/CD001364.pdf\">droughts in the north of the country are increasingly recurrent and threaten the population\u2019s food security<\/a>.
