About the Project
The Climate Footprint Project supports state and regional governments to improve their greenhouse gas (GHG) emissions tracking and reduction efforts. Regional GHG inventories provide the level of detail needed to allow local policymakers to understand their emission sources and trends to enhance the designof their emissions reduction strategies.
The project provides direct support and training to Pernambuco (Brazil), Chhattisgarh and Telangana (India), Baja California, Jalisco and Yucatán (Mexico), and KwaZulu-Natal (South Africa). Through peer learning, the project will subsequently inspire improved emissions management across other governments in the Under2 Coalition. The project runs from February 2019 to February 2021.
The Climate Footprint Project is led by The Climate Group, as Secretariat of the Under2 Coalition, in coordination with the following consortium partners: Ricardo Energy and Environment, ICLEI – Local Governments for Sustainability, Greenhouse Gas Management Institute and CDP.
Project Objectives
1. Providing a tailored package of technical assistance and training Following consultation with regional stakeholders, the project will provide the regions with tailored technical assistance and training to enhance their Measurement, Reporting and Verification (MRV) capacity and knowledge, identifying further opportunities for tracking and cutting emissions.
2. Aligning regional MRV systems with national and local efforts to promote integrated climate action Dialogues between national, state and regional, and local governments will be organized to help align climate action across all levels of government in Brazil, India, Mexico and South Africa. Guidance documents on aligning regional MRV systems with their national and local counterparts will be developed
3. Knowledge sharing and replication of best practice internationally across the Under2 Coalition Promoting peer learning through a series of knowledge products, webinars, online peer forums, and an e-learning course, consortium partners will disseminate lessons learnt from this project to other states and regions in the Under2 Coalition.
Why this matters
States and regions are key to tackling climate change and have set themselves ambitious targets; but many lack the technical resource and expertise to track and measure their emissions. Through this project, states and regions will be equipped to make more informed decisions on plans for cutting emissions. It will also support them to demonstrate their contribution to national government targets and inspire further climate action.
About the Partners
The Climate Group’s mission is to accelerate climate action to achieve a world of no more than 1.5°C of global warming and greater prosperity for all. The Climate Group acts as the Secretariat for the Under2 Coalition of ambitious state and regional governments committed to keeping the global temperature rise to well below 2°C. The Climate Group is responsible for leading the delivery of this project, and sharing lessons learnt to members of the Under2 Coalition and other state and regional governments.
Ricardo is a global strategic and environmental consultancy with over 30 years of experience in GHG inventory compilation and MRV systems, and has helped over 15 countries prepare their first NDCs, supporting 3 of them with implementation. Ricardo will lead the delivery of MRV support and will provide tailored capacity building and technical assistance on MRV of GHG inventories and of mitigations actions in the target regions.
CDP is an international non-profit that drives companies, cities, states and regions to reduce their greenhouse gas emissions, safeguard water resources and protect forests. Target regions will be encouraged to disclose their annual emissions data through the course of the project, allowing them to measure and manage progress and ensure continued improvements beyond the project.
The Greenhouse Gas Management Institute (GHGMI) is a 501(c)(3) non-profit organization dedicated to training tomorrow’s experts on the principles, concepts and techniques to manage and credibly account for GHG emissions. GHGMI will develop an e-learning course for state and regional officials that enables them to independently design, implement and evaluate relevant GHG MRV systems that inform local policy decisions.
ICLEI – Local Governments for Sustainability is the leading global network of more than 1,500 cities, towns and regions committed to building a sustainable future. ICLEI will provide guidance to the four target countries, exploring approaches to support vertically integrated climate action through dialogues and capacity building on multi-level governance and reporting.
