Mexico’s 2012 General Law on Climate Change (LGCC) has undergone significant reforms in 2018, among them the inclusion of the Nationally Determined Contribution (NDC), which was established at the Paris Agreement. The law mandated the creation of the National Registry of Emissions (RENE), which has been in force since October 2014.
The RENE has two objectives:
1. Compile the necessary information about the emission of Greenhouse Gases and Compound Emissions (CyGEI) in the country’s different productive sectors in order to ensure traceability, evaluate trends and establish national emission reduction strategies.
2. Integrate the CyGEI information registry on emission reductions and mitigation projects across national territory.
To achieve RENE’s second objective, the Ministry of the Environment and Natural Resources (SEMARNAT), through the General Directorate of Climate Change Policies (DGPCC), requested technical advice from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to develop a new platform that supports the registration of projects and/or activities that reduce emissions. This activity was carried out from December 2017 to September 2018 with the support of TÜV Rheinland.
By creating this registry, SEMARNAT complies with LGCC regulations regarding RENE. It offers a reliable and transparent tool to register projects that help reduce emissions previously examined by a verification body. Having this registry will help identify the emission reduction projects that may form part of the country’s future Emission Trading System (ETS), which is currently being developed.
