The aim of the programme is to provide policy makers and other stakeholders, initially up to 20 developing countries, with tools and methods to support the development of national (“domestic”) MRV systems, adapted to their respective national circumstances.

The programme consists of two pillars:

1) Development of an MRV Framework for GHG mitigation, sustainable development and transformation impacts of climate protection strategies and measures;

2) MRV capacity building to strengthen national (“domestic”) MRV systems and to establish institutional arrangements.

The initiative is intended to finance activities at national, regional and global levels, which have immediate and long-term as well as direct and indirect effects and which lead to a sustainable improvement in the administrative, legislative and institutional MRV infrastructure in the countries. This includes preparatory project activities (e.g., methods, software, etc.), consulting, technical support, and networking through peer-to-peer exchange.
